The Ethiopian Civil Society Organization Forum (ECSF) is a non-partisan, independent, inclusive and voluntary national forum that focuses on solving the common concerns and challenges of the Civil Society Organization sector in Ethiopia. The various Networks/Consortia and group representatives of the CSOs operating at Federal and Regional levels in Ethiopia established the Ethiopian Civil Society Organization Forum (ECSF) in May 2013 and registered according to the CSO proclamation No. 1113/2019 with registry number 4414. ECSF, since its establishment, is undertaking various activities and consultative dialogues with sector members and high government officials on challenges of CSO.

Job Description

Employing Organization: Ethiopian Civil Society Organizations Forum /ECSF/

Position Title: Monitoring and Evaluation Officer for the project “Plug in CSOs’ to Ethiopia’s Democratic Transformation Process: Facilitating rapid responses to the soaring cry for public inputs to the Country’s legal and judicial reforms”

Reports to: Project Manager

Based in: Addis Ababa, ECSF Head Quarter

Duration of contract: One year, based on performance and availability of funds

Remuneration: As per organization payment scale, plus other ECSF staff benefits.

Summary of the responsibility: The MEL Officer will support learning/monitoring and evaluation activities across all project areas of the Fethe (justice) project signed agreement with ECSF. This will include: procedures and tools development, data collection and analysis, reporting and learning/reflection processes, and internal evaluation works that demonstrate impact, outcomes and important learning opportunities. The Officer will work in collaboration closely with other project/project staffs of the Forum to share learning internally and externally.

Key Responsibilities

  • Facilitate and lead the development and implementation of the Fethe (justice) project Evaluation and Learning (E&L) strategy.
  • Coordinate the technical design of M&E methodologies across projects of Fethe ( justice) managed by the Forum.
  • Lead, manage and facilitate the data collection, storage and analysis process of the Fethe (justice) project
  • Work with project staff to ensure M&E tools and processes are understood and used as per the Forum’s E&L Strategy and Fethe (justice) project.
  • Deliver advisory services to the Forum’s staff and its stakeholders Fethe (justice) project on M&E decisions, such as the identification of priorities, needs and indicators; the design, set up and use of M&E systems to collect data; and the design of E&L studies.
  • Identify opportunities to provide and present MEL findings and data to Fethe (justice) project teams to contribute to decision-making and strategic planning processes in Fethe (justice) program project.
  • Check information from M&E activities is properly analyzed and written up for reporting and learning, by undertaking and supporting activities such as use of data analysis software, collation and analysis of M&E data, and analyzed against outcomes to draw out learning and implications.
  • Triangulation of findings using different types of data and analysis of trends over time.
  • Support staff to ensure the quality of the Forum’s monitoring and evaluation reports Fethe (justice) project.
  • Write up and present MEL reports including: presenting data and reports verbally to internal and external audiences.
  • Promoting the sharing of written feedback about impact and learning findings to stakeholder groups.
  • Ensuring reports and findings are communicated effectively via close collaboration with the other team members of the Forum.
  • Participate in external events in order to undertake MEL related data collection or share organizational and project MEL findings.

Job Requirements


BA Degree or Master’s degree in Law, political science, Social Sciences, Development Studies, Monitoring and Evaluation, Demography, Statistics, or equivalent fields of study with two year (2) for masters and four  (4) years for degree and  relevant/direct experience.


  • Demonstrable understanding of monitoring and evaluation principles and practice
  • Professional experience or training in Social Science research methods, or use of participatory research approaches relevant to monitoring and evaluation, both quantitative and qualitative.
  • Skills in using SPSS, STATA, NVIVO or similar data analysis software.
  • Traceable research and evaluation skills, including quantitative and qualitative research methods along with data analysis skills and familiarity with data analysis software.

Vacancies 1 - Job Description: Program Coordinator

We are looking for a dynamic Program Coordinator that will coordinate and lead all ECSF Activity implementation in Addis Ababa. Program Coordinator will represent ECSF project activity with government structures, CSO and private sector partners.  S/he will oversee and manage individual performance internally and work closely with staff and externally to harmonize, cascade and coordinate relevant technical and operational project related inputs and processes to achieve maximum impact.

Key Result Areas:

  • Team performance and coordination: supervise, mentor, manage and motivate staff to create and sustain a high performing and dynamic team.
  • Achieve Target: Ensure achievement of target (short term ,midterm and long term target) through intensive performance monitoring through weekly micro planning and operational oversight.
  • Technical Support: Ensure technical level TA and supportive supervision is delivered to implement micro-plans and identify needed program corrections.
  • Risk identification, flagging up and management: identify ongoing challenges and risks to provide on spot solutions to popping out challenges and flag up timely to the ED.

Main Duties and Responsibilities:

  • Coordinate ECSF   interventions monitoring performance vs. annual indicators.
  • Oversee development of effective and functional referral network to ensure linkage implementation.
  • Assist project monthly budget, advance and liquidation between program and admin/finance staff, and ensure adhere to the standard operating procedures of the finance and operation policies of ECSF.
  • Compile, review and submit accurate and timely technical, programmatic and financial reports project activities, according to ECSF, GoE and Donor reporting requirements and formats.
  • Coordinate M&E activities, including standardizing and rolling up indicators, data collection and supportive supervision tools, and regular data quality assessments.
  • Assist the representation of ECSF with all partners, including regional government structures, CSOs and private sector partners.
  • Supervise and manage staff as per their JD and expected target deliverables to ensure individuals and team.
  • Coordinate the budget development and financial flows of ECSF including the monitoring of budget variance analysis.
  • Initiate and undertake joint periodic review of the implementation of programs with other program staff comparing deliverables with set targets to inform decision making.

  • Master’s degree in social science with four (4) years of demonstrated experience out of which two (2) years are at a supervisory level.

Vacancies 2 - Job Description: Program Officer

The Program Officer performs the overall program and financial aspects works of the organization in line with the financial policy, and continuously seeks for ways to uphold an impeccable record in line with the values & general standards of ECSF. 

Position Title: Program Officer.

Reports to: Executive Director.

Based in: Addis Ababa.

Duration of contract: Indefinite based on performance and availability of funds.

Remuneration: As per organization pay scale plus other ECSF staff benefits.

Main duties and Responsibilities of the Program Officer

Project finance support

  • control the daily cash balance in safe and periodically performs bank reconciliation; and
  • Receive all the petty cash payment vouchers from the cashier, compile and prepare a journal voucher.
  • Prepare payroll, maintain & follow up all outstanding funds (like loan, advance, all relevant liability tax);
  • Prepare payment documents after verifying the validness of supporting documents and approval of the immediate supervisor;
  • Maintain petty cash of with a ceiling of ETB 5000 and request replenishment when petty cash fund goes down to 20%.
  • Record petty cash summary sheet and petty cash book each expenditure taken from petty cash and Sum up all expenditures made from petty cash indicate the remaining balance.
  • Make payments the approved amount of against legal receipts from budget item and approved by appropriate authority.
  • Settling income tax, withholding tax and pension fund for ERCA.
  • Perform any other related activities assigned by the supervisor.
  • Prepare request for purchase of office equipments and stationeries for the staff.

Project management and administration support:

  • Type and print letters, reports, questionnaire and other documents.
  • Register all incoming and outgoing correspondence.
  • Arrange filing system in logical manner in which files, documents, agreements, publications, books and other documents of ECSF would be safely kept and would easily available for reference.
  • Receive and sends telephone calls and other messages and connects with the staff as and when necessary.
  • Taking minutes.
  • Inform Executive Committee/boards or other stakeholders in advance if and when meeting are scheduled.

Job Requirements


  • University degree in accounting and finance or other related fields.


  • Minimum of two years full-time finance experience, including general administration.
  • Solid experience with Excel spreadsheets.
  • Solid experience with Microsoft Office, databases and Peachtree Accounting System.
  • Experience working with NGOs and Charities and Societies Agency requirements.


  • Able to work independently, with minimal supervision.
  • Ability to identify issues and find solutions.


  • Excellent organizational skills and ability to effectively manage a number of competing demands.
  • Positive and enthusiastic response to working in a dynamic environment.
  • Excellent interpersonal skills, including the ability to negotiate, persuade, coach, mobilize and develop positive relationships with others internally and externally.
  • Excellent communication skills, both written and verbal.
